Capitol Station Transit-Oriented Development

The Capitol Station is a 10.1 – acre property located at Capitol Expressway and Narvaez Ave in San Jose, California. This property currently serves as a Park & Ride lot for VTA Light Rail and Bus passengers.

This land has the potential for mixed-use Transit-Oriented Development (TOD). Projects that are transit-oriented allow people to live and work near public transportation, which helps clear the air, ease traffic, and adds infrastructure investments to the community. 

At the March 2022 Board of Directors meeting, the Board selected developer partner MidPen Housing. VTA is working together with the developer to prepare to refine the project program with the community and the City of San Jose.

VTA has partnered with the Santa Clara County Office of Supportive Housing. The Office of Supportive Housing administers the 2016 Measure A Affordable Housing Bond. The partnership encourages the development of affordable housing at this location.

VTA's Transit-Oriented Development Program works with municipal, non-profit, and private partners to encourage the development of housing, retail, and employment centers in places that will help increase transit ridership and contribute to a vibrant community.

Station Access Study

The Santa Clara Valley Transportation Authority (VTA) initiated a Transit-Oriented Development (TOD) Station Access Study for the Capitol and Branham Stations to analyze multi-modal access and circulation to and from the station. VTA conducted the analysis in coordination with a proposed residential mixed-use joint development project on VTA property located at Capitol Expressway and Narvaez Avenue on a portion of the stations Park & Ride lot. The Capitol Station and Branham Station Access Study final report provides proposed access improvements, travel demand management strategies, and cost estimates for the identified access improvements to the station area and the proposed TOD project.

Community Outreach

VTA delivers outreach to the community in many ways, from email, web page posting like this, signage, tabling at events, presenting at your neighborhood association, and by mail notifications, to name a few. We use multiple approaches to ensure the community is informed and allow for authentic engagement.

Community Meetings

MidPen Housing and VTA hosted a community open house on October 26, 2023, at the Pearl Avenue Branch Library to discuss the proposed affordable housing development at Capitol Expressway and Narvaez Avenue in San Jose. 

The open house provided an opportunity to learn more about concept designs for the affordable housing and transit improvement project.
