The Evelyn Station Park & Ride lot is a former VTA real estate asset which was sold to the City of Mountain View in 2023. The 2.1-acre property is located along Evelyn Avenue and Pioneer Way and served as a Park & Ride lot for VTA Light Rail and Bus passengers before the station closed in 2015 to permit double-tracking of the Light Rail Orange Line. In 2020, the City of Mountain View leased the lot as a safe place to park for people living in vehicles. In 2021, VTA entered into a long-term Ground Lease with the City of Mountain View that included an option to purchase. In 2023, the City of Mountain View exercised their option and purchased the property from VTA .
The City issued a Request for Qualifications (RFQ) in 2022, and subsequent Request for Proposals (RFP) in 2023, to developers interested in leasing and developing the site for permanent affordable housing, with a significant portion of units serving the unhoused or those at risk of homelessness. In late 2023, the City selected Affirmed Housing as the future developer for the project. Affirmed’s proposal included 268 units and a daycare center built out over two phases. VTA is pleased with the partnership, which will allow people to live and work near public transportation.
