In-Lieu Fees

Implement in-lieu fees for developers and building owners in a defined area as an alternative to meeting requirements for individual private off-street parking.

Strategies include:

  • Using in-lieu fees to fund multimodal alternatives to driving and parking, streetscape improvements, and/or districtwide transportation demand management (TDM) as an alternative to minimum requirements for private off-street parking.
  • Use in-lieu fees to integrate diverse parking demand in the most optimal locations, which contributes to positive pedestrian mobility and strengthens the “park once” concept.
  • Construct shared public parking facilities using in-lieu fees (as well as other sources) to create a shared parking resource within the designated district.
