TDM Guidelines for TOD

VTA’s Transportation Demand Management (TDM) Program Guidelines apply to all transit-oriented development (TOD) proposals on VTA-owned sites, effective September 2023. Designed to make requirements economically feasible and straightforward for both VTA and developers, the goals, performance measures, and requirements of the TDM Program play a key role as cities face regulations on greenhouse gas (GHG) emissions and mitigation of vehicle miles traveled (VMT).

VTA’s TDM program is designed to align with partner jurisdictions’ policy goals and priority measures and uses a simple, flat points-based TDM approach: 

  • Each point is equivalent to a one percent reduction in VMT. 
  • A minimum of 20 total TDM points must be implemented.  
  • 8 points are allotted to transit passes.

VTA stations are critical hubs in the regional transportation system and have the potential for new developments that generate substantially lower VMT compared to the Bay Area average. By creating environments where housing and a range of daily services are within walking distance for future employees, residents, and visitors of VTA’s TOD properties – and by providing proximity to transit that can help meet travel needs without the need to drive – TOD supports the explicit vision of VTA’s TOC Policy to “increase ridership and catalyze Transit-Oriented Communities (TOC).”  

VTA’s points-based TDM Program encourages more efficient use of transportation resources by shifting vehicle mode share (especially drive-alone trips) to alternative modes like walking, bicycling, transit, carpooling/vanpooling, or telecommuting while increasing mobility options for people of all ages, incomes, and abilities.
