Downtown San José Station Transit-Oriented Development

This transit-oriented development (TOD) will be a nearly 4-acre property owned by VTA adjacent to the future Downtown San José BART Station (the third of four stations underway in BART Silicon Valley’s Phase II expansion). The property is located at the VTA Block bounded by W. Santa Clara Street on the south, North 1st Street on the east, W. St. John Street to the north, and N. Market Street to the west. 

This land has the potential for mixed-used developments with activated ground floor uses that increase transit ridership, catalyze other equitable developments, and help provide revenue for transit capital investments and operations. Projects that are transit-oriented allow people to live and work near public transportation, which helps clear the air, ease traffic, and adds infrastructure investments to the community.   

VTA's Transit-Oriented Development Program works with municipal, non-profit, and private partners to encourage the development of housing, retail, and employment centers in places that will help increase transit ridership and contribute to a vibrant community. 

This project aligns with the BART Silicon Valley Phase II extension.  

Design Development Framework

In 2021, VTA developed a Design Development Framework (DDF) to guide the vision of future development proposals at the VTA Block site. Public input on the final document was gathered through Social Pinpoint, a community feedback platform. The DDF will be used by VTA and stakeholders to evaluate developer proposals and designs for transit-oriented developments on VTA-owned property. The key goals of the DDF document are:

  • To provide a framework for developers to create world-class TOD to optimize the balance between development opportunities and the creation of high-quality public spaces.
  • To align with VTA’s goals of promoting public transit and bicycle use and pedestrian activity.
  • To generate revenue for VTA to support ridership and VTA services through the highest and best use of property owned by VTA.
  • To outline key decisions and opportunities for future developers regarding critical issues such as parking, site access, shared amenities, and overall program structure for the future development.
  • To identify the key design constraints related to building adjacent to (or over the top of) the future BART station, including structural requirements, egress requirements, services, bicycle storage, and other items that will need to be coordinated and integrated with future TOD on the site.
  • To explore how VTA and future development partners can engage in public-private partnerships to create successful TOD. 
  • To provide a tool that allows VTA, members of the public, interested stakeholders, City representatives, and others to understand the approach to creation of world-class TOD, and how to evaluate development plans and design proposals as they are presented.

Station Access Study

The Santa Clara Valley Transportation Authority (VTA) initiated the Downtown San José Transit-Oriented Development (TOD) Access Study to identify recommendations and projects to improve access to TOD at the block adjacent to the future BART station. 

Recommendations may include improving bicycle connectivity, pedestrian access, wayfinding signage, transit passenger amenities, traffic calming measures, and other safety enhancements. The study will develop access improvements and cost estimates for the site and surrounding area (within ½ mile) for future funding opportunities.
